The Academy is administered by the University of Maryland School of Public Policy. Participants who complete a set of core and elective requirements, in either the municipality or county track, become fellows of the Academy for Excellence in Local Governance and earn a corresponding Academy certificate. The Academy is designed as a two-year program, but can be completed sooner. Participants must complete the program within five years to receive the program certificate.
Registration is a two-step process:

- Send check or purchase order of $250 from your county or municipality (*$100 for county elected officials) made payable to the University of Maryland. All registration fees are nonrefundable. (*MACo subsidizes the registration fees of county elected officials resulting in the reduced fee of $100.)
