For much of its history, it has also governed a collection of territories—an American “hidden empire” that remains largely unfamiliar to the public and many policymakers. What does this hidden empire mean for America today? How might it change the way we think about America’s role in the world, as well as domestic debates over education, social spending, political representation and more?
