Phillip L. Swagel has been reappointed to a second 4-year term as director of the nonpartisan Congressional Budget Office. Swagel assumed his position as the tenth director of the Congressional Budget Office in 2019. His second term will end on January 3, 2027.
Concurrently, Swagel also holds the position of professor in international economic policy at the University of Maryland School of Public Policy, where he engages with students on the complexities of the global economy.

Swagel previously served as assistant secretary for economic policy at the Treasury Department. Prior to this, he held positions including chief of staff and senior economist at the White House Council of Economic Advisers and economist roles at the IMF and the Federal Reserve Board.
