Phill Swagel and Phil Joyce testified before the Select Committee on the Modernization of Congress on how the Congressional Budget Office could better adapt to Congress's needs. In their statements, the two described the innovative work of their organization.
"It is important for the Congress to recognize that a credible, nonpartisan CBO is vital to the ability of the Congress to set its own fiscal policy and to challenge the President -- and I mean any President -- on policy," says Joyce. "If CBO ever became viewed as one more source of partisan noise, it would be of limited use to the Congress or the Nation."
