Christopher John Hickey

Christopher John Hickey is a U.S. Army War College Professor and a senior research associate at the Center for International and Security Studies at Maryland (CISSM). He recently earned a PhD at the University of Maryland School of Public Policy. Hickey's dissertation, Assessing Motives for Russian Federation Use and Non-use of Force: An Approach to Improve the Strategic Planning and Policy of the United States, was awarded Yamamoto-Scheffelin Dissertation prize and is available free to download.

Hickey's recent teaching experience includes Introduction to Strategic Studies, Military Strategy and Campaigning, Game Theory for Policy and Strategy, Eurasian Regional Studies, European Regional Studies, and Advanced Studies. He currently oversees consulting projects for the Carlisle Scholars Program and was previously an instructor in the Joint Warfighting Advanced Studies Program. He also taught strategy and change-related courses as an Assistant Professor at the United States Military Academy at West Point.

Hickey has presented on strategic planning, international security issues, public policy and strategic studies education, and the Russian Federation at conferences of the International Studies Association (ISA), the Association of Public Policy Analysis and Management (APPAM), the Joint Professional Military Education Scholarship of Teaching and Learning Forum, and the United States Strategic Command Academic Alliance Conference and Workshop. 

He served as an Infantry Officer in the 1st Cavalry Division, the 82nd Airborne Division, and the 3rd Infantry Division. As an Army Functional Area 59 Strategist, he served in U.S., multinational, and NATO positions in Iraq, Afghanistan, Germany, and Norway. He recently completed service as the Chairman of the Joint Chiefs of Staff Professor of Military Studies for Army War College.

In addition to his PhD in Policy Studies, Hickey holds a Bachelor of Arts in International Studies from Johns Hopkins University and a Master in Public Policy from the Harvard Kennedy School. He also holds a Master of Strategic Studies from the U.S. Army War College.
