The Honorable Ronald (Ron) Moultrie is highly sought after for his insights and experience on national security policy and global intelligence issues, emerging technology application, organizational leadership and corporate culture evolution.

He is on the Board of Nightwing, LeoLabs, Inc, the National Cryptologic Foundation, and he served on the President’s Intelligence Advisory Board (PIAB) and the President's Intelligence Oversight Board (IOB), until January 2025.

Moultrie brings unique leadership and advisory experience having served as the Under Secretary of Defense for Intelligence and Security (USD/I&S) from 2021 through February 2024. Presidentially appointed and Senate confirmed, he was the senior advisor to the Secretary of Defense on all intelligence and security matters and managed a portfolio of over $30 billion dollars and 225,000 global civilian and uniformed personnel.

In addition to maintaining total emerging global threat awareness, he was a member of the Department’s and interagency’s leadership teams that provided advice to the President of the United States and Secretary of Defense on issues of national security and global intelligence, artificial intelligence, Quantum computing, cybersecurity and emergent technologies. 

He was also the first Defense Under Secretary who was dually appointed to lead all security matters related to the Department’s 3.3 million personnel. This additional portfolio included ensuring the security of the Department’s physical, material, digital and cyber holdings, leading the development of law enforcement  policies, and overseeing investigative organizations such as the Naval Criminal Investigative Services (NCIS).

Moultrie held senior leadership roles at the National Security  Agency (NSA), the Central Intelligence Agency (CIA) and the Department of the Navy, and served on several corporate boards.

Moultrie’s numerous awards include the Presidential Rank Award, the Department of Defense Medal for Distinguished Public Service, two Department of the Navy Distinguished Civilian Service Awards, two National Intelligence Distinguished Service Medals, the National Intelligence Superior Service Medal, the CIA National  Clandestine Service’s Donovan Award, the National  Reconnaissance Office’s Gold Medal, three NSA Exceptional Civilian Service Awards, the Defense Meritorious Service Medal, the Meritorious Service Medal, and he was inducted into the  Defense Language Institute’s Hall of Fame.

Moultrie graduated magna cum laude from the University of Maryland with a bachelor’s degree in business and went on to earn his Master of Science degree from National Intelligence University. He is a graduate of the Defense Language Institute, has a certificate from Harvard, and is a highly decorated intelligence community leader and military veteran. 

Moultrie resides in Annapolis, Maryland with his wife Darlene.
